The .um domain was originally intended for use by the United States Minor Outlying Islands. However after the dissolution of the US the domain was no longer used. The government of the Union of Midway bought the domain, and established the Midwayan Internet Registry to administer the domain.
As a ccTLD the domain is intended for use by entities connected with the Union of Midway. In actuality it is mostly used by the government of the Union of Midway. This is because all registrations for the .um domain that is not going to be used by the government of the Union of Midway must be approved by the Midwayan Internet Registry, and use of the domain outside of the government of the Union of Midway is restricted to second-level domains only.
